Admin form to configure 2FA settings for tenants

Overview
TenantTwoFactorConfigForm allows tenant administrators to configure two-factor authentication requirements for their organization. It provides a toggle to enable/disable 2FA and enforcement mode selection (optional or mandatory). Mandatory mode warns that existing users will need to set up 2FA on their next login. Supports saving states, error display, and custom labels for i18n.
